How Grade Boundaries Are Actually Set
Grade boundaries are not decided before the exam. Exam boards set them after every paper has been sat and marked, and publish them on results day.
The process is designed to keep grades fair across years. Senior examiners review how the national cohort performed on that specific paper, compare it against previous years, and use statistical evidence alongside expert judgement to fix the mark total each grade requires. If a paper turns out harder than usual, the boundaries come down. If it runs easier, they go up.
This is why a grade 7 in 2025 means broadly the same thing as a grade 7 in 2023, even though the papers were different and the mark totals required were not. The grade is anchored to a standard of performance, not to a fixed percentage.

What You Actually Need to Score
The exact numbers vary by board, subject, tier and year, which is why they are published fresh each results day. But the pattern behind them is consistent enough to plan with, and it surprises most parents in two directions at once.
At the top, the bar is lower than expected. A grade 9 almost never requires a near-perfect paper. On Higher tier Maths, for example, the grade 9 boundary in recent years has sat in the region of 80 to 85 percent of the available marks. On AQA Higher Maths, a 9 needed around 208 out of 240 in 2023 and around 199 in 2024. Same grade, different line, and in neither year did it demand perfection.
In the middle, the lines are closer together than expected. Across the middle grades, a single grade step on one paper can come down to well under ten marks. That is one rushed multi-step question, one misread command word, or one page of working that never got checked.

The 7s vs 9s Problem: Why the Top Grades Are Different
Here is the pattern we see repeatedly with capable students. They reach a grade 7, their effort stays the same or increases, and the grade stops moving. The parents' evening line is usually some version of "they are doing everything right".
The reason is that the climb from 7 to 9 is not the same climb as 5 to 7, and working harder at the old approach does not make it.
From 5 to 7, the student is mostly adding. More secure content, more complete answers, more method marks banked. The marks come from doing more of what the paper asks.
From 7 to 9, the student is mostly subtracting. By grade 7, they already know the content. What separates them from a 9 is the steady leak of one and two mark losses: the final step of a multi-step problem left undone, an explain question answered with description, units dropped, a graph read carelessly, the hardest question on the paper abandoned rather than attempted for partial credit.
A 9 is built on consistency across the whole paper, not brilliance on one question. The grade 9 student is rarely the one who knows something the grade 7 student does not. They are the one who loses almost nothing on the questions both of them can do, and who picks up partial marks on the questions neither finds comfortable.
That is a skill set of its own: answer structuring, mark scheme awareness, timing discipline, and the habit of attempting everything. Most schools never teach it explicitly, because their attention is rightly on the students below the pass line. Work backwards from marks, not topics. After every past paper, list where the marks went by cause: knowledge gap, technique error, or careless slip. Each cause has a different fix, and the split tells you where the next grade is coming from.
Use last year's boundaries as the measuring stick. Mark completed past papers against the published boundaries for that paper. It converts a raw score into an honest grade estimate and shows the exact distance to the next line.
Build the ten-mark buffer. Set the personal target above the historical boundary, not on it. The buffer is the plan for a harder paper.
Practise the low-glamour marks. Method marks, follow-through marks, units, and showing working are the cheapest marks on the paper. Under a moving boundary, they are also the safest.
